The ?80s also was the era of HIV and other sexually transmitted diseases; condoms became a routine part of safe sex.

?Condoms moved from behind the counter in the drug store to out front, and so did our attitudes,? Lindberg said.

In 1982, only 52 percent of sexually experienced women reported ever having had sex with a partner who used a condom. By 2006, it had climbed to 93 percent of women.

?Practically every woman has used a condom now,? Lindberg said. ?That?s a phenomenal social change.?

Even so, the proportion of women who said their most recent sex partner used a condom ? about one in five ? hasn?t risen in the past decade.

Elaine Lissner, an advocate who runs the Male Contraception Information Project, thinks more men would use birth control if they had better alternatives.

?To reach more men, you have to have something more attractive than the current choices. Plenty of men already are stepping up to the plate. More would if there was something better,? she said. ?Men deserve something better.?

What do women think?

While men appear ready for a pill of their own, it?s not clear how women will react.

Ajay Nangia, a urologist on Tash?s team, has been asking people around Kansas City, about 300 so far, about their attitudes towards a male pill. He hasn?t found quite that level of support.

?Do men trust themselves to take it and do women trust the men? Men do trust themselves. Woman trust men, but not as much,? Nangia said. ?It depends on the stage of their relationship.?

That suggests a male pill may not change the prospects of men who aren?t in stable, long-term relationships.

As Lissner said: ?If you don?t trust a guy enough to believe he?s on the pill, there should be a condom.?

Lissner attributes the scant number of male birth control methods available so far to attitudes that started to change only as the more open-minded baby boom generation came of age.

For many years, drug manufacturers didn?t think men would want their own version of the Pill, Lissner said. Contraception was a women?s issue, so the thinking went, and men would be too squeamish anyway to use something they thought might affect their manhood.

But difficulty getting products out of the lab also slowed progress, said Diana Blithe, director of the male contraceptive development program at the Eunice Kennedy Shriver National Institute of Child Health and Human Development.

?It?s not that there hasn?t been an interest, but the science wasn?t always there,? she said.

Hurdles ahead

Industry support will be needed to bring new male birth control methods to market, Blithe said, and she expects that backing from business will be there when researchers have something promising to show them.

?I think they have a great deal of interest, but not a great deal of investment,? she said. ?They want to have something that is pretty far along.?

When will that be?

John Amory, a male contraceptive researcher at the University of Washington, says there?s a joke in his field about such predictions.

?People have been saying it?s five years away for 30 years,? Amory said. ?The history is humbling.?

For much of that history, researchers have been trying to develop hormonal contraception for men just as they did for women.

Giving a man the male hormone testosterone alone or in combination with progestin, a synthetic version of the female hormone, progesterone, can trick his body into thinking he has plenty of sperm and testosterone and doesn?t need to make any more.

But hormonal contraception doesn?t appear to work in all men. And it can have troubling side effects.

Last year, the World Health Organization and CONRAD, a nonprofit contraception research group, shut down an eight-country study of a testosterone-progestin combination after an unexpectedly high number of men experienced depression and other mood changes.

Another problem with testosterone is that an oral version hasn?t been available. Injections or other methods are used.

?Most men are interested in a pill,? Amory said.

Amory hasn?t given up on hormonal contraception for men ? he has a clinical study using testosterone and progestin gels. But much of Amory?s attention, like Tash?s, is directed toward developing a contraceptive that blocks sperm production without resorting to hormones.

Even so, hormonal methods may be the first forms of male contraception to gain FDA approval because they involve drugs that already have been on the market for years.

FDA sets bar higher

The FDA probably will set the bar much higher for novel compounds such as those Tash and Amory are working on, and may demand that they be even safer than women?s contraceptive pills.

The reason: Men don?t face the health hazards of pregnancy.

Women on the pill run a small risk of blood clots, Amory said, but that?s considered justified because the risk would be many times higher if the woman became pregnant.

?You can?t make the same argument with men,? Amory said.

Most American drivers know they can?t drive any purchased vehicle off the lot without car insurance. Many home buyers at real estate closings can relate when it comes to flood insurance.

So it seems unfair that, with millions of Americans dependent on federally guaranteed flood insurance to buy their homes, Congress has allowed the National Flood Insurance Program to expire time and time again.

We believe American homeowners deserve better, and that?s why we?re supporting a bipartisan bill to extend the NFIP for five years and place it on a more sustainable financial footing.

This isn?t a controversial approach. In fact, such a long-term extension already passed the House last July by a 406-22 vote, and the Senate Banking Committee passed a similar measure in September that is currently awaiting a vote on the floor. More than 40 Senators are already on record in support of moving flood insurance legislation to the floor.

In addition, these bills have the support of a wide spectrum of environmental organizations, business associations and taxpayer and homeowner advocacy groups. This is an issue that cuts across party lines because it literally hits home for so many Americans.

The NFIP was last fully reauthorized in 2004. Since that reauthorization expired, the program has been kept alive by 13 short-term extensions ? some as short as 30 days.

The program is intended to serve as a lifeline for approximately 5.6 million homeowners and commercial property owners, many of whom live in high-risk areas where no other flood insurance is available. But too often it?s been used as a political football in various policy fights, with Congressional leaders running out the clock and delaying action on the NFIP until the last minute.

In 2010, the program expired four times for a total of 53 days, adding uncertainty to an already fragile housing market and delaying or cancelling more than 1,400 home closings each day the program was expired. The lagging housing market is clearly hurting our economic recovery, and Congress should be doing everything it can to help the housing market recover. Extending the NFIP is certainly part of that equation.

In addition to creating instability in the housing market, Congress? inability to pass a long-term extension has kept us from making some much-needed changes that would protect taxpayers and ensure the NFIP?s solvency for years to come.

The program is currently in an $18 billion hole, mostly because of claims paid out after major hurricanes, including Katrina and Rita, caused damage on an unprecedented scale. The House and Senate bills would take steps to address that shortfall, including a gradual increase in premiums on certain high-risk properties.

We?re working together to ensure that whatever the final bill looks like, it does two specific things. The bill should return the Army Corps of Engineers to its traditional role in levee certification, and, consistent with warnings from the Government Accountability Office, it must not increase premiums so sharply that homeowners are discouraged from purchasing flood insurance. The goal is to make the NFIP as sound as possible, for as many folks as possible, for as long as possible.

But once more, the clock is ticking. The current extension of the NFIP is scheduled to expire on May 31, and it doesn?t make sense to punt on this issue yet again.

Joining with 39 of our colleagues, we sent a letter to Senate Majority Leader Harry Reid (D-Nev.) and Senate Minority Leader Mitch McConnell (R-Ky.) urging them to bring the Senate bill up for debate and passage soon. We hope they?ll agree with the bipartisan group of Senators who signed our letter that this is a clear-cut issue with exactly the kind of bipartisan consensus that Americans want to see in Washington, D.C.

Congress? inaction on this issue has created too much unneeded uncertainty. With more than five million American property owners forced to wonder whether their homes and businesses will be insured past May, the time to act is now.

In a new study, ?The Old Pueblo? topped a list of the 10 happiest winter travel destinations in the U.S. It was joined, in descending order, by:

• St. Petersburg, Fla.
• Charleston, S.C.
• Napa-Sonoma, Calif.
• Seattle
• Los Angeles
• Palm Springs, Calif.
• Washington, D.C.
• Las Vegas
• Houston

The study was commissioned by Hilton HHonors, the company's loyalty program. Hilton Worldwide, to the surprise of no one, has multiple properties in each destination.

?People are indoors a lot during the winter and Seasonal Affective Disorder [SAD] is prevalent,? said happiness expert Aymee Coget, CEO of the American Happiness Association, who teamed up with Hilton. Travel, she said, can be the antidote to ?the moody blues.?

?Being outdoors helps people be happier,? she told msnbc.com. ?Sunshine helps because of the Vitamin D.?

It?s hardly surprising then that the list is dominated by sunny southern destinations. Selected by Sperling?s Best Places, they were judged in several categories, including relaxation, nature, average winter temperatures and number of sunny days per year.

Those criteria were augmented by more urban amenities, including the number of restaurants and bars, cultural institutions and, for some reason, ice cream shops. We?re not sure of the science involved but do have to admit that a big bowl of Chunky Monkey certainly makes us happy.

The latter set of criteria may also explain how Seattle and Washington, D.C. ? not exactly warm and sunny winter destinations the last time we checked ? made the list.

?It?s not rocket science,? Coget told msnbc.com. ?When you?re having new experiences, you?re happier.?

Good vibes aside, it turns out that there actually is scientific, albeit equally non-aeronautic, evidence that travel, particularly leisure travel, makes you happier. However, according to a 2010 study published in Applied Research in Quality of Life, the biggest boost isn?t generated by the travel per se but rather the anticipation of it.

?People get excited [when planning vacations],? said Coget. ?They?re excited to see this or that person or sit by the pool. It?s a projection of happiness.?

For that reason, both Coget and the scientists in the 2010 study suggest that taking more short getaways may provide a bigger boost than a single, longer vacation will. Presumably, multiple long weekends entail serial planning efforts, which elevates happiness on a recurring basis.

Clearly, more research is warranted but in the meantime, here in the Overhead Bin, we believe quick getaways and week-long trips both have their benefits. After all, why settle for being merely happy when you can enjoy double happiness?
