Eric Cantor Blames Obama for Republicans' Harmful Tax Policy (ContributorNetwork)

COMMENTARY | Republican House Majority Leader Eric Cantor in response to the State of the Union address by Barack Obama. President Obama discussed the "Buffett Rule," which says essentially that very wealthy people should shoulder a fair share of the nation's tax burden, according to CBS. Cantor attempted to sting Obama in his commentary -- but was Cantor's speech honest?

Warren Buffett's secretary, Debbie Bosanek, is said to have paid a higher tax rate than her billionaire boss, according to the Washington Post. Cantor claimed to "care about Warren Buffett's secretary," according to Politico. Cantor rhetoric then took a confusing turn by trying to pass the buck for his own party's policies and blame the tax inequality problem on the Obama Administration.

Let's take a quick look at the facts.

If you examine the tax history chart from the Tax Policy Center you can see what the highest tax rates have been since income taxes were established. The top tax rate has been exactly the same since the Bush tax cuts for tax year 2003. The Obama administration has not raised the marginal income tax level.

Here's another fact you can see: During the Reagan-Bush I era the highest tax rate dropped like a rock while the economy tanked. During the Clinton years it was raised a bit, and the economy prospered. During the Bush II era it dropped again, and look, what a shock -- the economy tanked.

If Buffett pays a lower tax rate than Bosanek it's not because Obama made her pay more. It's because right-wing administrations keep lowering the taxes, letting rich people pay less.

The lesson to be learned here is that a nation cannot prosper while the wealthy continue a class war against the poor and redistribute wealth from the poor to the rich by failing to pay their fair share.

If the Obama administration is to blame in any way for this situation it's by failing to raise taxes on the wealthy investor class to reverse the catastrophic harm caused by the unending efforts of the right wing to protect the rich.

The ideal male contraceptive would be inexpensive, reliable, and reversible. It would need to be long acting but have few side effects. New research published in BioMed Central's open access journal Reproductive Biology and Endocrinology used commercially available therapeutic ultrasound equipment to reduce sperm counts of male rats to levels which would result in infertility in humans.

Ultrasound's potential as a male contraceptive was first reported nearly 40 years ago. However the equipment used is now outdated and no longer available. Researchers from the Department of Pediatrics at the University of North Carolina School of Medicine used these experiments as a starting point to see if modern ultrasound equipment usually used for physical therapy could be used as a male contraceptive.

The team led by James Tsuruta found that by rotating high frequency (3MHz) ultrasound around the testes they were able to cause uniform depletion of germ cells throughout the testes. The best results were seen using two sessions consisting of 15 minutes ultrasound, two days apart. Saline was used to provide conduction between the ultrasound transducer and skin, and the testes were warmed to 37 degrees centigrade. Together this reduced sperm to a Sperm Count Index of zero (3 million motile sperm per cauda epididymis).

The World Health Organization has defined oligospermia (low sperm concentration) as less than 15 million sperm per ml. Dr Tsuruta explained, "Unlike humans, rats remain fertile even with extremely low sperm counts. However, our non-invasive ultrasound treatment reduced sperm reserves in rats far below levels normally seen in fertile men (95% of fertile men have more than 39 million sperm in their ejaculate). However further studies are required to determine how long the contraceptive effect lasts and if it is safe to use multiple times."

MIAMI (AP) ? Newt Gingrich slammed GOP rival Mitt Romney on Sunday for the steady stream of attacks he likened to "carpet-bombing," trying to cut into the resurgent front-runner's lead in Florida in the dwindling hours before Tuesday's pivotal presidential primary.

Surging ahead in polls, Romney kept the pressure on Gingrich, casting him at an appearance in south Florida as an influence peddler and continuing his heavy advertising blitz questions the former House speaker's ethics.

In what has become a wildly unpredictable race, the momentum has swung back to Romney, staggered last weekend by Gingrich's victory in South Carolina. Romney has begun advertising in Nevada ahead of that state's caucuses next Saturday, illustrating the challenges ahead for Gingrich, who has pledged to push ahead no matter what happens in Florida.

An NBC News/Marist poll published Sunday showed Romney with support from 42 percent of likely Florida primary voters, compared with 27 percent for Gingrich.

Romney's campaign has dogged Gingrich at his own campaign stops, sending surrogates to remind reporters of Gingrich's House ethics probe in the 1990s and other episodes in his career.

Gingrich reacted defensively, accusing the former Massachusetts governor and a political committee that supports him of lying, and the GOP's establishment of allowing it.

"I don't know how you debate a person with civility if they're prepared to say things that are just plain factually false," Gingrich said during appearances on Sunday talk shows. "I think the Republican establishment believes it's OK to say and do virtually anything to stop a genuine insurgency from winning because they are very afraid of losing control of the old order."

Gingrich objected specifically to a Romney campaign ad that includes a 1997 NBC News report on the House's decision to discipline Gingrich, then speaker, for ethics charges.

Romney continued to paint Gingrich as part of the very Washington establishment he condemns and someone who had a role in the nation's economic problems.

"Your problem in Florida is that you worked for Freddie Mac at a time when Freddie Mac was not doing the right thing for the American people, and that you're selling influence in Washington at a time when we need people who will stand up for the truth in Washington," Romney told an audience in Naples.

Gingrich's consulting firm was paid more than $1.5 million by the federally-backed mortgage company over a period after he left Congress in 1999.

Former Pennsylvania Sen. Rick Santorum, trailing in Florida by a wide margin, stayed in his home state, where his 3-year-old daughter, Bella, was hospitalized. She has a genetic condition caused by the presence of all or part of an extra 18th chromosome. Aides said he would resume campaigning as soon as possible.

Texas Rep. Ron Paul, who has invested little in Florida, looked ahead to Nevada. The libertarian-leaning Paul is focusing more on gathering delegates in caucus states, where it's less expensive to campaign. But securing the nomination only through caucus states is a hard task.

The race began moving toward a two-person fight in South Carolina, and has grown more bitter and personal in Florida.

The intense effort by Romney to slow Gingrich is comparable his strategy against Gingrich in the closing month before Iowa's leadoff caucuses Jan. 3.

Gingrich led in Iowa polls, lifted by what were hailed as strong performances in televised debates, only to drop in the face of withering attacks by Romney, aided immensely by ads sponsored by a "super" political action committee run by former Romney aides.

Gingrich has responded by criticizing Romney's conservative credentials. Outside an evangelical Christian church in Lutz, Gingrich said he was the more loyal conservative on key social issues.

"This party is not going to nominate somebody who is a pro-abortion, pro-gun-control, pro-tax-increase liberal," Gingrich said. "It isn't going to happen."

But Gingrich, in appearances on Sunday news programs, returned to complaining about Romney's tactics, rather than emphasizing his own message as that of a conservative with a record of action in Congress.

"When we get to a positive idea campaign, I consistently win," Gingrich said. "It's only when he can mass money to focus on carpet-bombing with negative ads that he gains any traction at all."

Romney and the political committee that supports him had combined to spend some $6.8 million in ads criticizing Gingrich in the Florida campaign's final week. Gingrich and a super PAC that supports him were spending about one-third that amount.

Gingrich worked to portray himself as the insurgent outsider, collecting the endorsement of tea party favorite Herman Cain, whose own campaign for president foundered amid sexual harassment allegations.

It was unclear how aggressively Gingrich would be able to compete in states beyond Florida. The next televised debate, a format Gingrich has used to his advantage, is not until Feb. 22, more than three weeks away.

Romney already has campaigned in Nevada more than Gingrich, is advertising there, and stresses his business background in a state hard-hit by the economy. His campaign welcomed the Sunday endorsement of the Las Vegas Review-Journal, Nevada's largest newspaper.

Michigan and Maine, states where Romney is well-positioned, also hold their contests in February. Arizona, a strong tea-party state where Gingrich could do well, has its primary Feb. 28.

France brings Armenian genocide bill one step closer to law

The French Senate today approved a controversial bill making it a crime to deny the Armenian genocide in what many see as a political ploy ahead of elections this spring.

France poked Turkey in the eye last night by approving a new "genocide denial" bill, then this morning urged Turkey to ?remain calm.?

But Turkish reaction was not especially calm.

After the French Senate voted in the late hours Monday to criminalize a denial of the 1915 Armenian genocide ? punishable with a year in jail and a $58,000 fine ? Turkey?s ambassador to France said he will leave.

Prime Minister Recep Tayyip Erdogan today called the new law ?discriminatory? and ?racist? and a ?massacre of free expression,? and pointed out that French President Nicolas Sarkozy?s ancestors had once sought refuge in Turkey.

Something?s definitely out of whack in this diplomatic fallout. But it isn?t entirely Turkey?s inability to face its Ottoman past, which includes the killing or deporting of some 750,000 to 1.5 million Armenians during World War I.

Even French Foreign Minister Alain Juppe, a member of the ruling party, thinks the new French law is a bad idea and ?ill-timed.?

?I?m sure we?ll find again a constructive relationship,? Mr. Juppe told French TV. ?I put out my hand and I hope it will be shaken one day.?

In fact, there are actual reasons why Turkey might see fit to remain calm, as Juppe urges. This law really isn?t about Turkey. It?s French politics.

Turkish leaders take the genocide law as a matter of national dishonor and high principles, and point to French slaughters in Algeria, and speak of rights, including of independent thought, that France champions. It is highly emotional.

Yet in France the new genocide law is seen with considerable cynicism, and with little emotion or much regard. It comes just ahead of national elections this spring. Along with its slightly craven appeal to the hundreds of thousands of French-Armenian voters, for whom the issue has always been a defining one, the law also gives President Sarkozy a way to remind conservatives that he?s against a Muslim country joining Europe.

Mr. Sarkozy has a problem with a poll-surging Marine Le Pen of the far-right National Front, who accuses him of overseeing an ?Islamization? of France.

The bill is "not entirely free of ulterior electoral motives considering that there is a 500,000-strong French Armenian community in France," as the French daily Liberation put it.

French politicos have portrayed their new legal concoction as part of a long, historic fight against a ?poisonous denial? by the human race of various mass murders.

Quest for the golden cross (Reuters)

NEW YORK (Reuters) ? January has turned out strong for equities with just two trading days to go. If you're afraid to miss the ride, there's still time to jump in. You just might want to wear a neck brace.

The new year lured buyers into growth-related sectors, the ones that were more beaten down last year. The economy is getting better, but not dramatically. Earnings are beating expectations, but at a lower rate than in recent quarters. Nothing too bad is coming out of Europe's debt crisis - and nothing good, either - at least not yet.

"No one item is a major positive, but collectively, it's been enough to tilt it towards net buying," said John Schlitz, chief market technician at Instinet in New York.

Still, relatively weak volume and a six-month high hit this week make some doubt that the gains are sustainable.

But then there's the golden cross.

Many market skeptics take notice when this technical indicator, a holy grail of sorts for many technicians, shows up on the horizon.

As early as Monday, the rising 50-day moving average of the S&P 500 could tick above its rising 200-day moving average. This occurrence - known as a golden cross - means the medium-term momentum is increasingly bullish. You have a good chance of making money in the next six months if you put it to work in large-cap stocks.

In the last 50 years, according to data compiled by Birinyi Associates, a golden cross on the S&P 500 has

augured further gains six months ahead in eight out of 10 times. The average gain has been 6.6 percent.

That means the benchmark is on solid footing to not only hold onto the 14 percent advance over the last nine weeks, but to flirt with 1,400, a level it hasn't hit since mid-2008.

The gains, as expected, would not be in a straight line. But any weakness could be used by long-term investors as buying opportunities.

"The cross is an intermediate bullish event," Schlitz said. "You have to interpret it as constructive, but I caution people to take a bullish stance, if they have a short-term horizon ."

GREECE, U.S. PAYROLLS AND MOMENTUM

Less than halfway into the earnings season and with Greek debt talks over the weekend, payrolls data next week and the S&P 500 near its highest since July, there's plenty of room for something to go wrong. If that happens, the market could easily give back some of its recent advance.

But the benchmark's recent rally and momentum shift allow for a pullback before the technical picture deteriorates.

"We bounced off 1,325, which is resistance. We're testing 1,310, which should be support. We are stuck in that range," said Ken Polcari, managing director at ICAP Equities in New York.

"If over the weekend, Greece comes out with another big nothing, then you will see further weakness next week," he said. "A 1 (percent) or 2 percent pullback isn't out of the question or out of line."

On Friday, the S&P 500 (.INX) and the Nasdaq Composite (.IXIC) closed their fourth consecutive week of gains, while the Dow Jones industrial average (.DJI) dipped and capped three weeks of gains. For the day, the Dow dropped 74.17 points, or 0.58 percent, to close at 12,660.46. The S&P 500 fell 2.10 points, or 0.16 percent, to 1,316.33. But the Nasdaq gained 11.27 points, or 0.40 percent, to end at 2,816.55.

For the week, the Dow slipped 0.47 percent, while the S&P 500 inched up 0.07 percent and the Nasdaq jumped 1.07 percent.

A DATA-PACKED EARNINGS WEEK

Next week is filled with heavy-hitting data on the housing, manufacturing and employment sectors.

Personal income and consumption on Monday will be followed by the S&P/Case-Shiller home prices index, consumer confidence and the Chicago PMI - all on Tuesday.

Wednesday will bring the Institute for Supply Management index on U.S. manufacturing and the first of three key readings on the labor market - namely, the ADP private-sector employment report. Jobless claims on Thursday will give way on Friday to the U.S. government's non-farm payrolls report. The forecast calls for a net gain of 150,000 jobs in January, according to economists polled by Reuters.

Another hectic earnings week will kick into gear with almost a fifth of the S&P 500 components posting quarterly results. Exxon Mobil (XOM.N), Amazon (AMZN.O), UPS (UPS.N), Pfizer (PFE.N), Kellogg (K.N) and MasterCard (MA.N) are among the names most likely to grab the headlines.

With almost 200 companies' reports in so far, about 59 percent have beaten earnings expectations - down from about 70 percent in recent quarters.

VIENNA ? Participants at a memorial to 2 million Jews murdered in Adolf Hitler's Auschwitz death camp are condemning plans to hold a ball later in the day that attracts extreme rightists.

They say the timing ? and venue, just steps from their commemoration in the Austrian capital ? constitutes a macabre affront to Holocaust victims.

Ball organizers insist the fact that the event this year falls on the 67th anniversary of Auschwitz's liberation is coincidental. They deny suggestions that those attending are extremists.

But opponents remained critical Friday. At a wreath-laying for Auschwitz victims, Greens Party head Eva Glavischnig suggested ball attendees "will be dancing today on the graves of Auschwitz."

Android app developer is looking for answers, take a minute and help

Android Market

Android application developers work hard and don't get nearly enough appreciation.  As you see mentioned just about everywhere, it's the application support that makes or breaks a mobile platform, so their job is pretty important.  Luckily, we're in good shape with Android, a look at the huge number of apps in just the official Android Market will confirm.  But there's more than sheer numbers.  We all want applications and games that offer just the right features, at the right level of performance, and at the right price.  Here's a chance for you to help.

Android application developer go6game has a short survey in the Android Central forums, and he'd like a little feedback.  The questions are simple enough to answer, but even i can see how the data he collects from this would help create games and apps that are not only more popular (Android app developers deserve to make a good living people), but work better and offer the features we want.  The questions he's asking are easy enough, consisting of things like how you discover and recommend apps to others.  Downloading apps from the Market is something every one of us does daily.  I think it's a great idea, and I know plenty of us will take the time to help out.

Apps don't write themselves, and quality apps certainly take a lot of thought and hard work to bring to market.  When an application developer takes the time to ask us just what we're looking for, the least we can do is tell him.  Hit the link below and do your part -- better apps and games will be the result, and who doesn't want that?

Four-year-old boy pulls out marijuana at school snack time (Reuters)

(Reuters) ? A pre-kindergarten boy who announced to his teacher at snack time that he wanted to share pulled nine bags of marijuana out of his jacket pocket, police said on Wednesday.

Police in Meriden, Connecticut, some 20 miles south of Hartford, were called to Hanover Elementary School Tuesday afternoon after the 4-year-old special needs student displayed the drugs, authorities said.

Meriden police said the nine individually wrapped bags of marijuana appeared prepared for sale.

Hanover Elementary School principal Miguel Cardona called it an "extremely unfortunate" and "isolated" incident that was not witnessed by any other students.

"What's so disheartening is this is really an adult issue and problem and adult behavior put a student at risk," Meriden schools superintendent Mark Benigni told Reuters.

"This student had no idea what he brought to school or what the substance was," he added.

Authorities are not releasing the names of the student or parents and police said there is a possibility for arrests pending the outcome of the investigation.

The Department of Children and Families is also looking into the incident.

RVIA Communications Director Morrison Retiring | RV Business

The Recreation Vehicle Industry Association (RVIA) announced that Christine Morrison, senior director of marketing communications, will retire on March 31 after a 26-year career in the RV industry.

?Chris has been a mainstay for more than two decades on our marketing and communications team,? said RVIA President Richard Coon. ?Never one to crave the spotlight, she has provided solid leadership and management of our industry?s consumer outreach efforts, and her contributions have positioned the industry for continued success moving forward. I know I speak on behalf of the leadership across our industry in wishing Chris the best in retirement and in thanking her for all she has done to help our industry shine. ?

B.J. Thompson, president of B.J. Thompson Associates Inc. and chairman of RVIA?s Public Relations Committee, added, ?In addition to being very thoughtful and intelligent, Chris is a terrific public relations professional. Her many contributions to the RVIA and Go RVing?s public relations programs have played a significant role in enhancing the image of RVs and the RV industry. I?ve loved working with her since she joined RVIA and will miss her.?

Morrison has overseen public and media relations for RVIA since October 1985 and the efforts of the all-industry Go RVing program since 1996. In managing RVIA staff and agency efforts on a daily basis, she has worked to promote RV travel to the public through print, television, radio and on-line media publicity and paid advertising. Her work has been instrumental in generating a dramatically higher profile for RV travel and camping and in expanding the young, family RV market.

Most recently, she played a key role in the development and production of Go RVing?s new ?AWAY? campaign, which launches in late February. Featuring four print ads, three television commercials, four digital ads and a new website with innovative user tools, this will be Go RVing?s first all-new campaign since 2005. ?AWAY? returns to the emotion-driven family focus of past campaigns along with a continued emphasis on the affordability and accessibility of the RV lifestyle.

?Chris deserves a tremendous amount of credit for RVIA?s and Go RVing?s marketing and public relations success. Roche supports cancer care development program in Ethiopia

RocheRoche announced a grant to the Albert Einstein College of Medicine of Yeshiva University in New York City, which will be used for the establishment of a program to improve basic cancer care in Ethiopia. The grant funding comes from the Roche African Research Foundation.

In spite of a population of 80 million people, there are a very limited number of oncologists and only one cancer hospital - Tikur Anbessa, in Ethiopia's capital city of Addis Ababa, that provides radiation, complex surgery and chemotherapy. Gradually building the capacity for knowledge and awareness of cancer is the first step for tackling the burden of cancer in developing countries, along with other non-communicable diseases, which is expected to increase.

The ultimate goal of the project, which is headed by Dr. Carol Harris, professor of clinical medicine at Einstein, is to increase the capacity for delivering cancer care in Ethiopia by improving patient navigation through the care system, assuring standard protocols and reporting, enhancing public awareness of cancer and developing a pilot site for regional cancer care centers at the Hawassa College of Medicine and Health Sciences. The initiative will also focus on providing a basic cancer care training program for healthcare professionals and surgical training for gynecologists as well as support the annual Ethiopian Oncology National Conference, which represents one of the few possibilities for oncologists within Ethiopia to exchange experiences and knowledge regarding cancer treatment.

The programme will emphasize women's reproductive cancers since they represent the greatest burden of cancer disease in Ethiopia and the patients are young. While the average life expectancy for women in Ethiopia is over 58 years, approximately 44% of patients with breast cancer are under the age of 40.

Then vote for your favorite photos online to be entered in the People?s Choice Award. All winners will be announced at the March 1st Nightlife.

Most categories require photographs captured at the museum itself. One- for photography that encourages awareness of, or action for, the natural world- accepts submissions from anywhere.

The contest allows photographers to retain copyright, and the deadline is February 1st.

Home Depot Acquires Home Services Marketplace Redbeacon

Redbeacon lets users search, browse and book local home service providers, including plumbers, roofers, painters, and house cleaners, on its website. Major powers open to serious talks with Iran (Reuters)

WASHINGTON/TEHRAN (Reuters) ? Major powers signaled on Friday their willingness to reopen talks about curbing Iran's suspected pursuit of nuclear weapons but said Tehran must show it is serious about any negotiations.

The focus on diplomacy follows weeks of rising tensions between the West, which is seeking to cut Iran's oil sales, and Tehran, which has threatened to close the Strait of Hormuz through which almost one-fifth of oil traded worldwide flows.

Alarmed Arab neighbors made a plea to avoid escalating the dispute over Iran's nuclear program while an ally of Iran's supreme leader called for Israel to be "punished" for allegedly killing an Iranian nuclear scientist.

The West suspects Iran is using its civilian nuclear program as a cover to develop atomic weapons and has pursued a two-track approach of sanctions and diplomacy to try to rein it in. Iran says its nuclear program is solely to produce electricity.

While major powers stressed their openness to renewed talks,

diplomats said they remain divided on their approach, notably on whether to let Iran keep enriching uranium at some level.

The group, known as the P5+1 and as the EU3+3, includes Britain, China, France, Germany, Russia and the United States.

EU foreign policy chief Catherine Ashton, who represents the group, issued a statement making clear that a diplomatic path remains open to Iran despite tougher sanctions and fresh speculation of a military strike on its nuclear facilities.

"The EU3+3 has always been clear about the validity of the dual track approach," Ashton's spokesperson said in a statement that included her October 21 letter to the Iranians laying out the possibility of talks. "We are waiting for the Iranian reaction."

The release of the statement and letter appeared to reflect frustration at Iran's statements hinting at a willingness to resume talks but Tehran's failure to formally respond to the letter and commit to discussing the nuclear program in earnest.

CONCILIATORY TONE FROM CLINTON

U.S. Secretary of State Hillary Clinton struck a decidedly conciliatory tone at a news conference with German Foreign Minister Guido Westerwelle in Washington.

"We do not seek conflict. We strongly believe the people of Iran deserve a better future," she said. "They can have that future, the country can be reintegrated into the global community ... when their government definitively turns away from pursuing nuclear weapons.

"We have to see a seriousness and sincerity of purpose coming from them."

Westerwelle said, "One thing is clear: the door for serious dialogue remains open but the option of nuclear weapons in Iran is not acceptable."

Diplomats said major powers are divided over what incentives to offer Iran if talks were to resume.

A central issue is whether the group might ask Iran to cease enriching uranium to the higher level of 20 percent but allow it, at least for a time, to continue enriching at lower levels -

a stance partly at odds with the group's past positions.

Uranium enrichment is a process that at low levels can yield fuel for nuclear power plants or, if carried out to much higher levels of purity, can generate fissile material for bombs.

To let Iran enrich at lower levels would be something of a concession by the P5+1, although it has previously offered a temporary "freeze-for-freeze" in which Iran would not expand its nuclear program and the powers would not pursue more sanctions.

IRANIAN CALLS FOR PUNISHING ISRAEL

After Supreme Leader Ayatollah Ali Khamenei paid his respects to the families of two scientists assassinated on what Tehran believes were Israel's orders, one of them just last week, a close ally demanded retribution.

"Terrorism has a long history in some countries like the Zionist regime," Ali Larijani, speaker of Iran's parliament and a former nuclear negotiator, said Israel, which views an atomic bomb in Iran's hands as a threat to its survival.

"The Zionist regime should be punished in a way that it can not play such games with our country again."

Such threats have been made before in Tehran and it is unclear how or when they might be carried out. Israel, widely assumed to have the only nuclear arsenal in the Middle East, is on guard against attacks on its borders and within, notably by Lebanon's Hezbollah movement, which is supported by Iran.

Obama's top military official, chairman of the Joint Chiefs of Staff General Martin Dempsey, briefly visited Israel and was quoted by its Defense Ministry as telling officials there that Washington was keen to coordinate on strategy.

"We have many interests in common in the region in this very dynamic time and the more we can continue to engage each other, the better off we'll all be," Dempsey was quoted as saying in a statement issued by the Israeli Defense Ministry.

The comments may reflect U.S. concerns about the possibility that Israel, which has previously bombed nuclear facilities in Iraq and in Syria, might launch an attack on Iran.

French President Nicolas Sarkozy said on Friday that time was running out to avoid a military intervention and appealed to China and Russia, veto-wielding U.N. powers who have been reluctant to tighten sanctions, to support new sanctions.

"Time is running out. France will do everything to avoid a military intervention," Sarkozy told ambassadors gathered in Paris. "A military intervention will not solve the problem, but it will unleash war and chaos in the Middle East."

"We need stronger, more decisive sanctions that stop the purchase of Iranian oil and freezes the assets of the central bank, and those who don't want that will be responsible for the risks of a military conflict," Sarkozy warned.

"We really need you," he said in an appeal to Moscow and Beijing.

With tensions, including mutual threats of disrupting the oil trade, creating worries across the region, the foreign minister of the United Arab Emirates, the wealthy, U.S.-allied state sitting across the Gulf from Iran, offered a warm welcome to a call for calm on Thursday by his Iranian counterpart.

"It's important to get far away from any escalation and we stress the stability of the region," Sheikh Abdullah bin Zayed al-Nahayan was quoted as saying by state news agency WAM.

World not quite as hot in 2011; ranks 11th warmest (AP)

WASHINGTON ? The world last year wasn't quite as warm as it has been for most of the past decade, government scientists said Thursday, but it continues a general trend of rising temperatures.

The average global temperature was 57.9 degrees Fahrenheit, making 2011 the 11th hottest on record, the National Oceanic and Atmospheric Administration said. That's 0.9 degrees warmer than the 20th century average, officials said. In fact, it was hotter than every year last century except 1998.

One reason 2011 was milder than recent years was the La Nina cooling of the central Pacific Ocean. La Ninas occur every few years and generally cause global temperatures to drop, but this was the warmest La Nina year on record.

And 2011 also was the warmest year on record for Spain and Norway, and the second warmest for the United Kingdom. In the United States, the average temperature of 53.8 was just 1 degree above normal, making last year only the 23rd warmest on record. But 17 cities ? including Houston, Miami, Trenton and Austin ? had their warmest years.

This marks the 35th straight year that global temperatures were warmer than normal. NOAA's records for world average temperatures date back to 1880.

"It would be premature to make any conclusion that we would see any hiatus of the longer-term warming trend," said Tom Karl, director of NOAA's National Climatic Data Center. "Global temperatures are continuing to increase."

NASA, which calculates global temperatures in a slightly different way, announced essentially the same temperature for the year. But NASA's record-keeping calls it the ninth warmest ever.

Both NASA climate scientist James Hansen and University of Victoria's Andrew Weaver said they expect that in the next few years the world will set yet a new record high temperature. 2010 tied for the hottest on record.

NOAA also released new figures for extreme weather. The agency recalculated the number of billion-dollar weather disasters in the U.S., bumping the total from 12 to 14. Officials added Tropical Storm Lee, which dumped rain from Maryland to New England in September, and a July hail and wind storm in Colorado to the list.

The 14 extreme events smash the old record of nine billion-dollar disasters in 2008.

"America has endured an unusually large number of extreme events, totaling damages of more than $55 billion," NOAA deputy administrator Kathryn Sullivan said. She blamed a variety of factors, including population changes.

For the year, a record 58 percent of the United States had either extreme rainfall or severe drought, about triple what is normal for the country. Seven states ? New York, Pennsylvania, Ohio, New Jersey, Massachusetts, Indiana and Kentucky ? had their wettest years since those types of records were kept beginning in 1895. Texas had its driest year ever.

The record wet up north and dry down south fits with what climate change science predicts, but it is too early to say if 2011's precipitation extremes were due to global warming, Karl said. And the unusual number of deadly tornadoes can't be linked to global warming, he said.

But Kevin Trenberth, director of climate analysis at the National Center for Atmospheric Research in Boulder, Colo., which is a consortium of universities, said it's hard not to see the hand of man-made global warming behind the extremes.

"Where these events occur is largely driven by natural variability, but the fact that they are breaking records and causing tremendous damage when they do occur is undoubtedly because of the human stimulus," Trenberth said in an email.

EBay reports higher 4Q earnings, revenue

(AP) ? EBay reported on Wednesday that its net income grew sharply in the fourth quarter, helped by a gain from the sale of its remaining investment in Skype. Its results beat Wall Street's expectations, boosted by strong holiday sales at its namesake website and growth at PayPal, its online payments business.

Investors sent eBay's stock higher in after-hours trading. The company gave a first-quarter outlook that was shy of analysts' estimates. However, its guidance for the full year was stronger than expected, suggesting robust earnings momentum later in 2012.

Excluding special items such as the Skype gain, eBay Inc. says it earned 60 cents per share in the latest quarter, above the 57 cents that analysts were expecting.

Revenue grew 35 percent to $3.38 billion from $2.5 billion.

On average, analysts polled by FactSet expected revenue of $3.32 billion.

The e-commerce and online payments company said its PayPal business continued to grow, ending the quarter with more than 106 million active accounts. That's up 13 percent from a year earlier. Revenue jumped 28 percent to $1.24 billion and the business processed $33.4 billion worth of payments during the quarter. That's up 24 percent from a year earlier.

As more people used their smartphones and tablets to buy things online, payments made through mobile devices accounted for $4 billion of the total payments processed through PayPal ? a more than fivefold increase from the prior year.

The company's marketplaces business, which includes eBay.com and other e-commerce sites and businesses, saw its revenue grow 16 percent to $1.77 billion. Marketplaces' gross merchandise volume, an important metric that measures all items sold on eBay excluding vehicles, rose 10 percent to $16.5 billion.

EBay's outlook for the current quarter fell shy of expectations. The company expects adjusted first-quarter earnings of 50 cents to 51 cents per share on revenue of $3.05 billion to $3.15 billion. Analysts are predicting earnings of 54 cents per share on revenue of $3.16 billion.

For all of 2012, the company is forecasting adjusted earnings of $2.25 to $2.30 per share on revenue of $13.7 to $14 billion. Analysts are expecting $2 per share in earnings and $11.59 billion in revenue.

The San Jose, Calif.-based company's stock climbed 60 cents, or 2 percent, to $30.94 in after-hours trading after closing down 19 cents at $30.34.
